California requires…
- All model year 2000 or newer passenger vehicles must receive a periodic OBDII-based Smog Check. (Please see below for more information about OBDII).
- The state may require a different smog inspection on 1976 – 1999 model year passenger vehicles. Thus, the registration address of the vehicle will determine if the state will require the different smog inspection. The State of California has designated the cities of Temecula, Murrieta, and most portions of surrounding zip codes as Enhanced Areas. Consequently, this designation requires biennial Smog Inspections. The inspections include an Acceleration Simulation Mode test for certain model years. This Acceleration Simulation Mode test will check for excessive NOx emissions.
- Statewide, all 1976 or newer passenger vehicles that are either being registered for the first time in California or transferring ownership must come in for a smog check.
OBDII
OBD (On-Board Diagnostic) is a vehicle’s computer system that monitors the emission’s control system and components. OBDII (OBD-2) refers to the second generation On-Board Diagnostic systems installed on 1996 and newer passenger vehicles. Most importantly, this OBDII system is designed to alert the driver by illuminating the Check Engine Light or MIL (Malfunction Indicator Lamp) in the event of an emissions-related malfunction. Additionally, the system also stores important trouble codes. A qualified technician can then retrieve the stored code(s). This aids the technician in determining the cause of failure. The Smog Check for most 1996 and newer vehicles requires a testing of the OBDII system.

Consumer Assistance Program (CAP) for Failed Smog Check
The California Bureau of Automotive Repair administers a program designed to assist income-eligible consumers financially with emissions-related repairs. Under the program, a consumer who meets certain program requirements may receive state-funded financial assistance repairing his/her vehicle at a Certified Test and Repair Station, if that vehicle has failed its biennial smog check.
